Akechi's doesn't know, but he does know it doesn't account for Shido acting like a half decent human being for once in his life. The possibility of a Change of Heart isn't lost on him - that's what the Phantom Thieves' plan, after all - but he thought it would involve more emotional anguish, even months later. And as much as he believes Joker would keep his promise, he doesn't want to make assumptions.
He probably does need to dry off - the snow that wasn't already melted has succumbed to the shop's warm interior and is now soaking into his clothing in earnest - but the implication behind Shido's words earns him a deeply unimpressed look.
